Zoning Ordinance Amendment for Marijuana Uses/Vape Sales

The Town of Blacksburg is amending its Zoning Ordinance in advance of state enabling legislation to regulate specific marijuana uses and vape sales. The state code has recently been amended to allow for specific marijuana uses effective July 1, 2027.
A new Division 19 of the Zoning Ordinance will contain definitions pertaining to marijuana uses; a purpose and intent statement; a list of permitted uses in various zoning districts; and minimum design standards.
Similarly, Code of Virginia §15.2-912.4 permits the regulation of retail sales locations of retail tobacco products and hemp products intended for smoking. The amended Zoning Ordinance would also regulate tobacco, smoke and vape shops.
The following meetings have been scheduled to review and discuss this amendment:
Public Input Meeting: Thursday, November 12, 2026, 5:30 pm in the Blacksburg Motor Company building, 400 South Main Street.
Planning Commission Public Hearing: Tuesday, December 1, 2026, 6:30 pm in the Roger E. Hedgepeth Chambers, 2nd Floor municipal building, 300 South Main Street.
Town Council Public Hearing: Tuesday, January 12, 2027, 6:30 pm in the Roger E. Hedgepeth Chambers, 2nd Floor municipal building, 300 South Main Street.
