Delegate Franklin's Rideshare Bill Passes 2Delegate Lily Franklin (HD-41) announced today that her legislation expanding requirements for rideshare driver background checks passed both the House and Senate with unanimous support and will advance to the Governor’s desk for her signature.

This bill standardizes the background check process across transportation network companies – notably Uber and Lyft – by requiring the disclosure of all previous addresses to ensure a thorough search of prospective drivers. Demonstrated by a December 2025 New York Times exposé highlighting the shortcomings of existing safety procedures, this is a critical piece of legislation to keep Virginians safe. Speaking with the New York Times earlier this month, Del. Franklin shared her concern that “drivers were slipping through the cracks” – an issue this bill seeks to correct. This is Delegate Franklin’s fi rst piece of legislation to clear both chambers and proceed to the Governor’s desk.

“I’m pleased to see my colleagues’ decisive, bipartisan support for this piece of legislation,” Delegate Lily Franklin said today. “Virgina riders deserve to know that, regardless of what rideshare company they choose, their driver has been properly screened.
