Cecil, Jr., Frank Carroll
Frank Carroll Cecil, Jr., 83, passed away Sunday, May 31, 2026 in his home in Dublin, Virginia. Frank was born on October 21, 1942 to Frank Carroll Sr. and Mary Mason (nee Greever) Cecil in Montgomery County, Virginia. He was preceded in death by his sister, Mary Helen Cecil. Frank was a lifetime resident of Dublin.
Frank graduated from Dublin High School and subsequently joined the U.S. Army in 1964. After his primary service, he served in the Virginia National Guard for six years. Frank was a member of the American Legion, Post 58, where he was on the Executive Committee as well as a member of the Honor Guard.
Beginning in 1995, Frank was a member of the Dublin Ruritan Club. He was also a long-standing member of the Dublin United Methodist Church where he served on various mission trips to such places as Mississippi, South Carolina, and various locations in Virginia, usually in response to natural disasters. Frank retired from the Radford Army Ammunitions Plant after 38 years of service.
Frank will be missed by his friends and acquaintances who knew him for his steadfast loyalty, his devotion to his German Shepherds, and his willingness to help when help was needed. He will be buried in the New Dublin Cemetery, Dublin, Virginia by private ceremony. An open memorial service will be held on Friday June 12, 2026 at 2:00 at the Dublin United Methodist Church for all wishing to attend.
