Conditional Use Permit Request: Progress St. 4CUP 22-0001-Conditional Use Permit request for a Day Care Center in the R-4 Low Density Residential zoning district at 1017 Progress Street NW (Tax Map No. 226-A 5 & 226-A 6) by Joseph Hunnings on behalf of Northside Presbyterian Church (owners).

The Blacksburg Planning and Building Department has received a request for a Conditional Use Permit allowing a day care center use in the R-4 Low Density zoning district at Northside Presbyterian Church at 1017 Progress Street NW.

Northside Presbyterian Church, in partnership with YMCA-VT, seeks to create an after-hours school enrichment program for K-5th grade students on a 2.65 acre parcel known as the existing Northside Presbyterian church.

The program will run M-F from 4pm to 6pm during the school year and 7am to 6pm during summer break hours.  The program is asking for a maximum of 50 students but a lower attendance count of approximately 30 students is expected.  The program will provide a snack and an evening meal for all participants and provide recreational opportunities for students after school. Bussing plans through the YMCA or Montgomery Country Public Schools are currently being worked out but parent pickup is also available.   The church parking lot is big enough to accommodate buses and/or parking for many vehicles so drop off and pick up will be within the safety of the building exterior.

To mitigate noise from recreational activities and traffic, Northside Presbyterian Church will plant additional trees and shrubs in vacant areas to bolster noise reduction.  Additionally, the Church plans to erect a fence around the playground area for added safety from neighboring yards and the parking areas.

The Future Land Use designation in the Comprehensive Plan is Low Density Residential.

Planning Commission Public Hearing:   Tuesday, June 7, 2022, 6:30pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal Building, 300 South Main St.
