WHAT…Very cold wind chills as low as 11 below expected.

WHERE…In North Carolina, Alleghany NC County. In Virginia, Bland, Carroll, Floyd, Smyth, Tazewell, and Wythe Counties. In West Virginia, Mercer, Summers, and Western Greenbrier Counties.

WHEN…From midnight tonight to noon EST Thursday.

IMPACTS…The cold wind chills as low as 10 below zero could result in hypothermia if precautions are not taken.
